International Convention for the Prevention of Pollution from Ships
 
MARPOL 73/78 is one of the most important international marine environmental conventions held. It was designed to minimize pollution of the seas, including dumping and oil and exhaust pollution. Its stated object is: to preserve the marine environment through the complete elimination of pollution by oil and other harmful substances and the minimization of accidental discharge of such substances.
 
Under Annex V of the MARPOL 73/78, the Convention sought to eliminate and reduce the amount of garbage being dumped into the sea from ships. Annex V considers garbage to include all kinds of food, domestic and operational waste generated during the normal operation of the vessel and liable to be disposed of continuously or periodically.
 
Garbage Management Plans
 
All ships of 400 gross tonnages and above and every ship certified to carry 15 persons or more will have to carry a Garbage Management Plan, to include written procedures for collecting, storing, processing and disposing of garbage, including the use of equipment on board.
